What is NCEC? Saudi Arabia's National Center for Environmental Compliance Explained

A plain-language explainer of NCEC — who it is, what it regulates, which facilities it covers, and what your business needs to do to stay compliant.

NCEC — the National Center for Environmental Compliance — is the Saudi government body responsible for monitoring and enforcing environmental compliance across the Kingdom. It operates under the Ministry of Environment, Water and Agriculture and applies the Environmental Law and its implementing regulations. If your company runs an industrial, construction, or commercial activity that can affect air, water, soil, or noise levels, NCEC is the authority that issues your environmental permit, reviews your studies and reports, inspects your site, and enforces penalties for violations.

Your key obligations

  • Confirm whether your activity requires an NCEC environmental permit before you start operating
  • Obtain and maintain a valid environmental permit, and renew it before expiry
  • Complete an Environmental Impact Assessment (EIA) where your project type requires one
  • Monitor emissions and environmental performance as your permit specifies
  • Submit periodic and annual compliance reports on time
  • Cooperate with NCEC inspections and close any corrective actions they raise

What does NCEC do?

NCEC sets and enforces environmental standards for pollution sources, issues and renews environmental permits, reviews environmental studies, licenses environmental consultants and service providers, inspects facilities, and applies penalties when standards are breached. In short: it is the regulator your environmental team answers to.

Who needs to comply?

Any facility whose activity can generate emissions, wastewater, waste, or noise — factories, plants, construction projects, workshops, and many commercial operations. The depth of obligations depends on how significant the facility's environmental impact is. Not sure where you fall? A licensed consultant can classify your activity and list exactly what applies.

NCEC and RCER-2025

Facilities inside the Royal Commission industrial cities (Jubail and Yanbu) follow the Royal Commission Environmental Regulations (RCER-2025) in addition to the national framework. Knowing which regime applies to each site is the first step in building a compliance plan.
